In late 2025, the Ministry of Electronics and Information Technology (MeitY) published the landmark India AI Governance Guidelines, establishing the 7 Voluntary Sutras. While widely heralded, the release sparked widespread regulatory panic and enterprise misunderstanding.
Teams mistakenly assumed that the 7 Sutras were punitive laws carrying immediate statutory fines. Simultaneously, many startups remained completely oblivious to the legal teeth that were already enforceable under the Digital Personal Data Protection Act (DPDPA) 2023 (carrying penalties up to ₹250 Crore), the Consumer Protection Act (CPA) 2019, and the IT Rules 2026 amendments on synthetic media.
